Design
Purpose: Government transfers is part of the Current Transfers component of the Balance of Payments statement. The credit entries record the offsetting entry to resources received by residents without payment required. Conversely, the debit entries record the offsetting entry to the resources supplied to foreign residents without payment required.
Government transfers data are sourced from government departments. Types of transactions include pension and benefit payments from the New Zealand government to other governments in respect of New Zealand citizens living in other countries, government's foreign aid, and non-resident withholding tax.

Population and Sample Size
Government transfers data are sourced from government departments and the Government Sector division of Statistics New Zealand (refer to the profile for the Central Government Enterprise Survey.) Types of transactions include pension and benefit payments from the New Zealand government to other governments in respect of New Zealand citizens living in other countries, government's foreign aid, and non-resident withholding tax (NRWT).
Data is collected in the form of a letter/fax/email from external suppliers and via a spreadsheet from the Government Sector division of Statistics New Zealand. (Prior to 1/7/96 the financial information provided to Government Sector Division was collected via the Central Government Enterprise Survey. Since then it has been collected via the Treasury's Crown Financial Information System.)

Changes in Output Variables over time
Guide to Interpreting Data
Summary of Changes to Survey/Output ..Prior to the deregulation of the foreign exchange market, the transfers component for both credits and debits was primarily based on the Overseas Exchange Transaction (OET) record collected via the banking system. All cash transactions in foreign currency for aid and donations, personal remittances (including workers remittances) and migrants funds were recorded.
A small annual survey of those companies carrying out aid transactions supplemented the OET record for debits. In 1989/90, the population for this survey was updated.
Non resident withholding tax data has been included in the balance of payments statistics from the release of December 1996 quarter statistics. Back data has been included in the statistics to the March quarter 1994.

Sampling Errors ..Not applicable.
Non-sampling errors Non-sampling errors in the data may result from respondent error, mistakes made during processing results and non-response imputation. The department adopts procedures to detect and minimise these types of errors but they may still occur and they are not quantifiable.
