Design
Purpose: The transportation survey consists of 7 quarterly and 2 annual questionnaires designed to cover transactions in transport services between New Zealand and the rest of the world. The objective is to obtain data for the Transportation item of New Zealand's Balance of Payments statement.

Quarterly Resident Airlines Questionnaire BP/QT/01
The purpose of this questionnaire is to collect information on the overseas operations of resident airlines.

Quarterly Non-resident Airlines Questionnaire BP/QT/02
The purpose of this questionnaire is to collect detailed information on the New Zealand operations of non-resident airlines.

Quarterly Non-resident Airlines Questionnaire BP/QT/06
The purpose of this questionnaire is to collect information on the New Zealand operations of non-resident airlines. This questionnaire collects less detail than the BP/QT/02 questionnaire and is sent to respondents who cannot provide detailed quarterly data.

Annual Non-resident Airlines Questionnaire BP/AT/06
The purpose of these questionnaires is to collect information on the operations in New Zealand of all non-resident airlines. BP/QT/06 questionnaires are forwarded to those non-resident airlines which are unable to provide all the information required each quarter. The only data used from this questionnaire is the passenger fare data. These are supplemented by annual BP/AT/06 questionnaires which collect the same data as the BP/QT/02 questionnaires.

Quarterly Resident Shipping Questionnaire BP/QT/03
The purpose of this questionnaire is to collect information on the overseas operations of New Zealand shipping enterprises.

Quarterly Shipping Agents Vessel Voyage Questionnaire BP/QT/04
Quarterly Shipping Agents Consolidated Questionnaire BP/QT/05
The purpose of these questionnaires is to collect information on the operations in New Zealand of all non-resident shipping enterprises. These questionnaires collect the same information and are forwarded to the NZ agents and branches of non-resident shipping operators. A BP/QT/04 is completed for each vessel voyage while the BP/QT/05 is completed on a consolidated basis for vessel voyages.

Quarterly Vessels and Aircraft Questionnaire BP/QO/10
This questionnaire is sent to NZ resident commercial airline and shipping operators. It has two purposes for the Balance of Payments Statement:
  1. To determine whether the aircraft or vessels operated by the resident operators are operationally leased, financially leased, or owned.
  2. To determine the lease payments made by the resident operators to non-residents. The value of the operational lease payments made for a quarter is included in the Transportation item for the Balance of Payments statement.

Annual Airlines Without Landing Rights Questionnaire BP/AT/07
The purpose of this questionnaire is to collect information on the operations in New Zealand of all non-resident airlines without landing rights. It is forwarded once a year to the representatives in NZ of those airlines which do not land aircraft in NZ but sell international airline tickets in NZ and collects data on passenger fares.

The population is selected at the enterprise level from the Business Frame.

Selection Unit
Media search, specialised publications and directories and knowledge of the industry are used to identify new respondents.

Collection Unit
Data is collected at the enterprise level.

Under Coverage
An undercoverage estimate is added to Sea Transport: Credit, Resident Sea Freight on Exports to cover insurance provided by NZ insurers on NZ exports and freight services of NZ operated container companies on exports.
An undercoverage estimate is added to Sea Transport: Debits, Resident Sea Port Expenses Overseas to cover the expenses overseas of NZ operated container companies.
An undercoverage estimate is added to CIF Deduction for Sea Transport, Resident Sea Freight on Imports to cover insurance provided by NZ insurers on NZ imports and freight services of NZ operated container companies on imports.

Changes in Output Variables over time





Guide to Interpreting Data

Summary of Changes to Survey/Output ..Information for the Transportation components is based on quarterly surveys of:

  • Resident airlines;
  • Foreign resident airlines;
  • Resident shippers; and
  • New Zealand shipping agents.

New Zealand shipping agents provide data on foreign resident shipping services.

Information is also collected via independent data requests to key fuel providers and catering companies that provide services to non-resident airlines. Mail services provided by non-resident airlines is collected through the International Trade and Services Survey.

Annual Survey

An annual survey of foreign resident airlines is also carried out to capture more accurate balance of payments data. In the quarterly survey, some foreign resident airline respondents report restricted cash transactions. These respondents are then surveyed annually in which they provide the fuller balance of payments transactions.

An annual survey is also carried out to capture data on passenger ticket sales in New Zealand, for those foreign resident airlines without landing rights.

Quarterly Survey

The current quarterly survey population consists of all New Zealand based transportation enterprises as well as the transport agents.

The quarterly surveys commenced in the March 1987 quarter and the annual surveys commenced in the 1987/88 year. Prior to the March 1987 quarter, the data was obtained from the monthly OET record supplemented by annual surveys of New Zealand transporters and the New Zealand agents of the foreign resident transporter's

Revisions

Services on imports provided by foreign resident transporter's are classed as transportation debits. The utilisation of imports VFD as an approximate indicator of imports fob for the 1989/90 annual statistic, led to revisions being made back to 1987/88 for services on imports provided by foreign resident transporter's

Usage and Limitations of the Data ..The data is used for the transportation item in the Balance of Payments

Sampling Errors ..Not applicable.

Non-sampling errors Non-sampling errors in the survey data may result from errors in the frame, respondent error, mistakes made during processing survey results and non-response imputation. The department adopts procedures to detect and minimise these types of errors but they may still occur and they are not quantifiable.

Caveats on Release ..The country breakdown for some items in the Transportation Questionnaires is not released, due to confidentiality.

Glossary of Terms

TermDescription
Transportation ServicesThose services provided through carriers (e.g. ships and aircraft) by their operators, and the goods and services consumed by carriers in the course of their operations.
A ResidentAny individual, enterprise or other organisation ordinarily domiciled in New Zealand. New Zealand branches and subsidiaries of foreign enterprises are regarded as New Zealand residents.
A non-residentAny individual, enterprise or other organisation ordinarily domiciled in a country other than New Zealand.
Owner of vesselThe owner of the vessel has responsibilities for all costs associated with the operation of the vessel.
Country of ownerCountry of owner is the country associated with the owner of the vessel.
A vessel operatorA vessel operator is any business unit which is responsible for the operating costs, repairs and earnings of vessels. The operator may or may not be the owner of the vessel. Costs include crew wages, port charges and hull insurance.
Country of operatorCountry of operator is the country associated with the normal place of residence of the vessel operator.
