Design
Purpose: Migrants transfers is a component of Capital Transfers. The credit entries record the offsetting entry to resources received by residents without payment required. Conversely, the debit entries record the offsetting entry to the resources supplied to foreign residents without payment required.
Migrants transfers are the funds which immigrants bring with them to New Zealand and emigrants take to other countries. Migration data and information from the New Zealand Immigration Services is used in modelling migrants transfers. The objective is to obtain data for the Capital Transfers item of New Zealand's Balance of Payments statement.
General Information ..Migrants transfers are the funds that immigrants bring with them to NZ and emigrants take to other countries. These transfers are included in the capital account of the NZ balance of payments which are compiled according to the fifth edition of the Balance of Payments Manual.
To estimate migrants transfers, SNZ has developed a model that uses migration data and information obtained from the New Zealand Immigration Service (NZIS).
Migrants Transfers Debits
Migrants transfers debits is calculated by estimating average cash transfers for groups of emigrants by using information from SNZ’s migration data i.e. numbers of permanent and long-term departures by country of next permanent residence, by citizenship and by age.
Migrants Transfers Credits
Migrants transfers credits is calculated by estimating average cash transfers for groups of immigrants by using information from SNZ’s migration data such as the number of permanent and long-term arrivals by country of last permanent residence, by citizenship and by age. Data from the NZIS is also used. For example, the number of migrants entering NZ through different immigration policy schemes, the investment amounts transferred and information relating to settlement transfers for certain migrant categories.
More specifically, the migrants transfers credits estimate is the aggregate of four items:
- cash transfers - non-policy migrants;
- cash transfers - NZIS policy migrants;
- investment transfers; and
- the balancing item

Guide to Interpreting Data
Summary of Changes to Survey/Output ..Prior to the deregulation of the foreign exchange market, the transfers component for both credits and debits was primarily based on the Overseas Exchange Transaction (OET) record collected via the banking system.
All the cash transactions in foreign currency for aid and donations, personal remittances (including workers remittances) and migrants funds were recorded.
Implementing the fifth edition of the Balance of Payments Manual has meant that migrant transfers has moved from the current account to the capital account under the broad category other sectors.
Usage and Limitations of the Data ..Despite improvements to methodologies used, the estimates of the migrants transfers item of the transfers component is essentially model based. These estimates may not be adequately capturing the changing composition of migrants flows.

Sampling Errors ..Not applicable.
Non-sampling errors Non-sampling errors in the data may result from respondent error, mistakes made during processing results and non-response imputation. The department adopts procedures to detect and minimise these types of errors but they may still occur and are not quantifiable.
