Design
Purpose: Personal transfers (remittances) is a component of Current Transfers. It is an estimate of transfers between resident individual and non-official organisations and non resident individuals and non official organisations. The credit entries record the offsetting entry to resources received by residents without payment required. Conversely, the debit entries record the offsetting entry to the resources supplied to foreign residents without payment required. In order to capture these transactions, models for credits and debits are used.

General Information ..Personal transfers include inheritances and gifts from overseas, money sent overseas by residents and non-governmental foreign aid. Money received from abroad by New Zealanders for pensions, stakemoney, inheritances and gifts are estimated using Household Economic Survey data.

Money sent overseas by recent immigrants to New Zealand is estimated using a model based on immigration data. The assumptions for this model were updated with new survey data in June 2002. The private sector aid estimate is obtained from an annual survey of New Zealand aid organisations, which since 1994 has been conducted by the Ministry of Foreign Affairs and Trade.

Changes in Output Variables over time





Guide to Interpreting Data

Summary of Changes to Survey/Output ..Prior to the deregulation of the foreign exchange market, the transfers component for both credits and debits was primarily based on OET record. A small annual survey of those companies carrying out aid transactions supplemented the OET record for debits.

All the cash transactions in foreign currency for aid and donations, personal remittances (including workers remittances) and migrants funds were recorded.


In 1989/90, the annual survey to capture aid transactions was updated in terms of the population.

In June 2002 the OET data used to estimate personal transfers credits was replaced by data from the HES. The HES is an ongoing data source whereas the OET was ceased in 1986.

Base level remittances estimates were removed from personal transfers debits, also in June 2002. An error in the model for workers' remittances was corrected, and assumptions were updated using Longitudinal Immigration Survey data.

These changes made to personal transfers credits and debits in June 2002 were backcast to the June 1996 quarter.
