Design Purpose: To provide estimates of the alcoholic beverages available for consumption in New Zealand. General Information ..Target Population The target population is all producers of alcoholic beverage in New Zealand who pay excise duty to New Zealand customs, and duty paid on imported alcohol. Population covered: The data which is sourced from New Zealand Customs (excise data from local producers and trade data from importers and re-exporters) is full coverage. N/A Output Variables Output variables are pieces of individual information that can be extracted from the survey/output data. Often output variables can be cross tabulated with other output variables, for example sales by industry classification. The list below contains all current and past output variables which have been released for this survey/output. Summary of Changes to Survey/Output ..These derived statistics have been compiled for each year except for 1941 to 1945 and results are available back to
(c) Spirits Customs Department figures on locally produced/bottled spirits on which duty has been paid, and Statistics New Zealand External Trade Statistics. 2) Volume of Alcohol Available for Consumption The volume of available alcohol has been calculated as follows: (a) Beer The volume of available alcohol from beer is calculated using the five categories used in calculating excise duty. The five categories are: i) Not more than 1.15% alcohol volume ii) More than 1.15%, but not more than 2.5%, alcohol volume iii) More than 2.5%, but not more than 4.35%, alcohol volume iv) More than 4.35%, but not more than 5.0%, alcohol volume v) More than 5.0% alcohol volume. The volume of beverage in each category is multiplied by 0.0115, 0.01825, 0.04, 0.04675, and 0.051 respectively, to convert the volume of beer available for consumption to the volume of alcohol available for consumption. The factor of 0.04 was chosen to calculate the volume of alcohol available for consumption for beer containing more than 2.5%, but not more than 4.35% alcohol volume as the majority of beers produced in this range are made up of 4% alcohol content. The remaining factors chosen were based on the alcohol content of each category. (b) Wine The volume of table wine (wine containing not more than 14% alcohol) available is multiplied by 0.11, and the volume of fortified wine is multiplied by 0.18 to obtain the volume of alcohol available for consumption for table wine and f ortified wine. In calculating the volume of available alcohol the Department has used the results of the "Study of the Alcohol Content of Alcoholic Beverages", conducted by the DSIR between 1976 and 1987. (c) Spirits The data used for calculating available spirits are already recorded in absolute alcohol content, except for spirits with an alcohol content of less than 23%, which is recorded in litres. Prior to the second quarter of 1998 the alcohol content of spirits with an alcohol content of less than 23% was calculated by multiplying the actual volume by 0.229. The big rise in the Ready-to-drink sector beginning in 1996 distorted spirit figures in the under 23% category because of the fact that RTD drinks tended to have a much lower alcohol content, normally around 5% rather than 22.9%. This resulted in a underestimated volume of beverage and overestimated volume of alcohol in spirits. To rectify this, the alcohol calculations were revised for the second quarter of 1998 and broke the under 23% category into five categories. The categories and their conversion factors are: Up to 2.5% - 0.015 >2.5% to 6.0% - 0.045 >6.0% to 9.0% - 0.08 >9.0% to 14.0% - 0.11 >14.0% to 23.0% - 0.18 The conversion factors were based on the factors that the Beer, Wine and Spirits Council use in their calculations. 3) Alcohol Available for Consumption per Person This is based on year ended total alcohol volumes divided by Statistics New Zealand's quarterly population estimates. Usage and Limitations of the Data .. Related Data Sources ..Statistics New Zealand's Beer Production Survey Sampling Errors ..N/A Non-sampling errors Caveats on Release ..The statistics contained in the 'Alcohol Available for Consumption' are a measure of the amount of alcoholic beverage released to the market and therefore available for consumption. They do not necessarily imply actual consumption. Information is not available to measure the change in level of stocks that may be held pending sale and therefore not yet consumed. The figures also exclude the production of alcoholic beverages by households such as home brewed beer. Catalogue & Reference Numbers
