Cell-average imputation is usually used if no previous data for the non-respondent exists.
Example
(simplified) A non-respondent belongs to an
imputation cell
which has three responding units. Their values are 10, 15 and 20. The imputed value for the non-respondent is (10+15+20)/3 = 15.
