If the
achieved sample
is rated up, this is an implicit form of
imputation
. If respondents have different characteristics than non-respondents, non-response
bias
will be introduced.
Example
We select a sample of 10 from a population of 80. Only 8 of the 10 respond. We 'rate up' by assigning a
weight
of 10 to each of the respondents (rather than their selection weights of 8). So, if the sample total is 55, the estimate of the population total will be 55*10 = 550.
