Integrated dataset on student loan borrowers
Statistics New Zealand has created a new statistical information source on student loan borrowers by integrating administrative records from several agencies (Ministry of Education data on tertiary enrolments, Student Loan Account Manager and Ministry of Social Development data on borrowings, and Inland Revenue data on loan repayments and incomes). The initial dataset covers students who borrowed under the Scheme in the 1997-2000 academic years. It will be updated annually as each year's administrative data becomes available.
The dataset contains statistical information on student loan borrowers' sex, age and ethnicity. This has been linked with study-related information (field of study, programme of study, tertiary providers, etc), loan-related information (entitlements, drawdowns, repayments, interest accrued, etc), and tax-related information (such as income and loan transfer details). The dataset is providing previously unavailable statistical information that will help with forecasting, reporting of the asset in the Crown Accounts, understanding the cost of the scheme to the Crown, costing policy changes, and assessing the socio-economic impact of, and the return on, education.
Statistics New Zealand published the first tables from the integrated dataset on 10 December 2002. While the intention was to update this data annually, the first release of updated data will now occur late 2004.
